Valsoft acquires Italian public administration software developer Open Software

Montreal-based Valsoft Corporation Inc. has acquired Open Software S.r.l., an Italian software developer that builds IT solutions for local public administrations and police forces. The transaction, disclosed on December 1, 2025, did not include publicly available financial terms.

Founded in 1996 and headquartered in Mirano (Venice), Italy, Open Software offers cloud-native software that enables municipalities to digitize workflows, manage public safety operations, and meet Italian and European regulatory requirements. The company has served local government clients for nearly three decades.

Open Software will retain operational autonomy, with its current leadership and staff remaining in place. The company will operate under TAG Software Group, one of Valsoft's decentralized operating entities.

Valsoft received internal legal representation from Oliver Gray, Senior Legal Counsel; David Felicissimo, General Counsel; and Elisa Marcon, Senior Corporate Paralegal. External counsel was provided by Chiomenti's New York and Milan offices. Open Software was advised internally by Stefano Comelato, Revenue and Financial Officer, and CEO Nicola Milanese. External legal counsel was provided by Piero Cecchinato of Avvecomm in Padua, while Gianpaolo De Giulio of Profina in Mirano-Venice handled tax matters.
