OLG and Caesars sign long-term operating agreement for Windsor Casino

On March 3, 2026, the Ontario Lottery and Gaming Corporation (OLG) and Caesars Entertainment Windsor Limited formally entered into a Casino Operating and Services Agreement (COSA) for the Windsor casino. Caesars was selected through a competitive procurement process announced in May 2025 by Stan Cho, Ontario's Minister of Tourism, Culture and Gaming, marking the final site in OLG's province-wide land-based gaming modernization initiative. Under this landmark agreement, Caesars will continue day-to-day gaming and non-gaming operations of the Windsor casino under a close to 20-year term effective immediately. Under the terms, OLG will continue Municipality Contribution Agreement (MCA) payments to the City of Windsor, having provided more than $138 million in MCA payments since 1994. Caesars is required to maintain current employment levels for no less than 18 months, with unionized employees governed by their existing collective agreement. To date, OLG's land-based gaming service providers have collectively invested more than $2.9 billion in Ontario communities. All values stated in the article are denominated in Canadian dollars.
