Building Ontario Fund invests $178M in Scarborough Junction LP and its assets

On June 3, 2026, the Government of Ontario announced an equity investment of up to $178 million through the Building Ontario Fund in Scarborough Junction LP, the project entity holding a 26.23-acre transit-oriented mixed-use development site adjacent to the Scarborough GO Station in Toronto. The investment is structured as a 50/50 joint venture between Building Ontario Fund and the existing developers, Republic Developments and Harlo Capital, with Building Ontario Fund holding decision-making and governance rights in the joint venture. Osler describes the transaction as Building Ontario Fund's first material equity investment of its type, involving complex affordability and governance arrangements.

The proceeds will fund Phase 1 of the development, comprising approximately 1,700 new rental homes, of which a minimum of 20 percent, or approximately 340 units, will be affordable units leased at below-market rents and secured as affordable for no less than 40 years. The full master plan contemplates up to 14 residential towers, up to 7,655 residential units, approximately 200,000 square feet of ancillary commercial and retail space, community amenities and open spaces, and direct integration with the Scarborough GO Station through a proposed new station entrance and connected pedestrian and cycling routes.

The project had previously been listed for sale by Republic Developments and Harlo Capital. Building Ontario Fund's investment revives the development, with construction expected to begin in 2027, first occupancies anticipated by 2030 and full occupancy by approximately 2033.
