On June 12, 2026, the First Nations Finance Authority (FNFA) completed its offering of $800 million in aggregate principal amount of 3.25 percent senior secured bonds, Series 2026-1, maturing on June 1, 2031. The offering was distributed through an underwriting syndicate comprising CIBC World Markets Inc., National Bank Financial Inc., BMO Nesbitt Burns Inc., Scotia Capital Inc., RBC Dominion Securities Inc., TD Securities Inc., Casgrain & Company Limited, Beacon Securities Limited, and Cedar Leaf Capital Inc. The FNFA is a statutory not-for-profit corporation established under the federal First Nations Fiscal Management Act and is governed by Chiefs and councillors elected from among the First Nations communities that have voluntarily scheduled to the Act as borrowing members. The FNFA's mandate is to provide member First Nation governments with investment options, capital planning advice, and access to long-term loans at preferable interest rates through a pooled-borrowing model. Net proceeds of FNFA bond issuances are advanced to participating borrowing-member First Nations to finance community priorities, including on-reserve and off-reserve infrastructure, housing, economic development, social services, and major Indigenous-led investments. The Series 2026-1 issuance is the FNFA's second debenture of fiscal 2026, following its C$485 million 4.05 percent Series 2025-1 bonds due June 1, 2035 issued on March 24, 2026, and cumulatively brings the FNFA's total long-term debenture financing well in excess of the C$4 billion milestone announced by the Authority in December 2025. The FNFA's outstanding bonds are rated investment grade by Moody's, S&P Global Ratings, and DBRS Morningstar, with First Nation member loans secured by member-pledged revenue streams in accordance with the Act's statutory security regime.
