UK judicial diversity and inclusion strategy to focus on High Court, Court of Appeal candidate pool

The UK’s “Judiciary Diversity and Inclusion Strategy for 2026-30” is set to concentrate on improving diversity in the pool of applicants to the High Court and the Court of Appeal, reported the Law Society Gazette.

This is the third focus area for 2026 to be included in the strategy. The action plan also aims to bolster the percentage of black judges and offer reasonable adjustments to disabled judges.

For over 10 years, black judges have comprised only 1 percent of the senior judiciary. Recent diversity data revealed that white men from the bar make up the majority of judges in the High Court and above.

The strategy document indicated that per released judicial diversity statistics, diversity progress in courts and tribunals has not reflected at the senior level.

“A judiciary that reflects society is part of how we maintain public confidence in the justice system. It ensures that we draw on the widest possible pool of talent and benefit from a broad range of perspectives and experiences,” lady chief justice Sue Carr said in a statement published by the Gazette.

Under the strategy, senior judges are set to collaborate with associations for black, LGBTQ+, and women judges as well as other judicial networks representing diverse cohorts every year. A judicial network representing judges with disabilities is set for establishment as well.

“We recognise that there is still more to do and that diversity alone is not enough. We must also foster a culture of inclusion - one in which everyone is treated with dignity and respect, and where difference is valued,” Carr said in a statement published by the Gazette.

Guidance will be released on the definitions of bullying, harassment, discrimination and exclusionary behaviour. A health and wellbeing strategy is also being drafted.

The UK Supreme Court will develop its own strategy.
